I don't think it's declaration as it has too many syllables, so it doesn't scan. As best I can work out, it needs to be a one syllable word (but don't quote me on that!).
I've updated it and highlighted the iffy words in teal. I just cracked the very last word as I was doing it. We're so close to completing it!

I think the woman holding the child is a word including the letter d which then has to be taken away. I'd been thinking along the lines of "carry through" too, but I can't fit "- d" into it.

I've added the punctuation and highlighted the words we either didn't get or got wrong. Apparently they had 40 or 50 solutions "in which every word was given correctly", so the judging seems to have been based on how correct the punctuation was. It seems that illness was not acceptable substitute for sickness in line 7 by the way, as "one does not speak of sea-illness, but sea-sickness"!.
